Okay, here we have a picture that is obviously drawn after a photo. I tried to made it as true to the original as possible, but that would have taken hours. This pic for demonstrative purposes took less than an hour to make. (I left the hand out because I'm lazy) Anyway, you can see the strokes, but not the paper grain. The pic is slightly flawed, the eyes are in the different level, the ears are too small etc, but at least you can see that it's not traced. Because of the differences this is original work and no one could sue me.

This is a five minute photo manipulation I made with Photoshop. My Photoshop skills are crap, so you probably could do a better fake.

And this is the original. Hail to the curls!

The conclusion: No matter how good someone would be with photoshop, the result isn't the same as hand drawn art. When in doubt, check the eyes and the hair. Photographs tend to leave a distinguishing glimmer to the eyes and the hair turns blurry. My criticism of course only applies if somebody actually claims her or his photomanips being hand drawn.
